According to the provisions of the Environmental Protection Law of the People's Republic of China, the Environmental Impact Assessment Law of the People's Republic of China, the Regulations on the Administration of Environmental Protection of Construction Projects and the requirements of the Measures for Public Participation in Environmental Impact Assessment, the construction unit shall listen to the opinions of citizens, legal persons and other organizations within the scope of environmental impact assessment according to law. Entrusted by Chongqing Zhongrun Chemical Co., Ltd., Chongqing Gangli Environmental Protection Co., Ltd. undertakes the environmental impact assessment of Chongqing Zhongrun Chemical Co., Ltd.'s NMP energy-saving reconstruction project. At present, the Environmental Impact Report of Chongqing Zhongrun Chemical Co., Ltd.'s NMP energy-saving reconstruction project (draft for comments) has been prepared. According to the requirements of the Measures for Public Participation in Environmental Impact Assessment, The information related to the environmental impact assessment of the project is now publicized as follows:

1、 Overview of Project Environmental Impact Statement

1. Project overview

(1) Project name: NMP energy conservation transformation project;

(2) Construction unit: NMP energy-saving reconstruction project;

(3) Construction site: Zone G, Yanjia Cluster, Changshou Economic and Technological Development Zone, Chongqing (No. 18, Huabei Second Road, Changshou District, Chongqing);

(4) Nature of construction: technical transformation;

(5) Floor area: the plant area is 66375m2, with no new land area;

(6) Total investment: 5 million yuan, including 260000 yuan for environmental protection, accounting for 5.2% of the total investment;

(7) Labor quota: 8 new labor quota after technical transformation, and 58 new labor quota after technical transformation;

(8) Working system: 7200h per year

(9) Construction content: This technical transformation project will improve the technology of the device by optimizing the process flow, reforming the structure of some equipment and adjusting the process parameters, reduce energy and increase efficiency, give full play to the potential production capacity of existing equipment, improve product quality and production capacity, and achieve an annual NMP output of 80000 tons (50000 tons from NMP production synthesis, 30000 tons from waste NMP recycling).

2. Analysis of environmental protection and pollutant discharge up to standard

(1) Ambient air

Waste gas of the proposed project mainly includes process waste gas, waste gas of sewage treatment station, test waste gas, waste gas of heat transfer oil furnace and unorganized scattered waste gas.

The process waste gas is collected in a centralized way through the pipeline, treated with "three-stage water spray washing+gas-liquid separation+sodium hypochlorite spray washing+photocatalytic oxidation+activated carbon adsorption" to reach the emission limit of the Integrated Emission Standard of Air Pollutants (DB50/418-2016), and then discharged at a high altitude through a 29m high exhaust funnel;

The waste gas from the sewage treatment station depends on the existing waste gas treatment facilities - alkali liquor spray washing+sodium hypochlorite liquor spray washing+activated carbon adsorption. After the treatment reaches the emission limit of the Emission Standard for Odor Pollutants (GB14554-1993), the waste gas is discharged through a 15m high exhaust funnel;

The combustion waste gas of the heat conduction oil furnace relies on the existing low nitrogen combustion technology. The combustion flue gas is collected and discharged through a 15m high exhaust funnel, meeting the requirements of the Emission Standard of Air Pollutants for Boilers (DB50/658-2016) and the amendment sheet;

The test waste gas is finally discharged through a 15m high exhaust funnel based on the existing test waste gas treatment measures - "water spray washing+activated carbon adsorption" treatment process, meeting the Integrated Emission Standard of Air Pollutants (DB50/418-2016).

The unorganized exhaust gas is mainly the unorganized exhaust gas generated by breathing in the tank farm and the unorganized exhaust gas generated by loading and unloading. The impact on the surrounding environment is reduced by strengthening equipment maintenance, operation management, plant greening, etc. In addition, the unorganized emission of waste gas caused by operational errors and other factors is reduced by strengthening personnel awareness, standardized management and other measures.

At the same time, according to the prediction, the impact of waste gas emission of the proposed project on the regional ambient air quality is acceptable. Under abnormal working conditions, the waste gas pollutants discharged by the project have a relatively large impact on the surrounding area. The enterprise should take measures to avoid abnormal working conditions as much as possible.

According to the prediction results, under normal working conditions, the short-term concentration contribution values of pollution factors are less than the corresponding environmental quality standards. Therefore, the proposed project in this assessment does not need to set a separate atmospheric environment protection zone.

The environmental protection zone defined in the environmental impact assessment of the existing projects of the enterprise is: 100 m protection zone is set in the plant area, loading and unloading area, storage tank area, sewage treatment station, etc. This assessment will continue to use its protection zone.

After the completion of the project, the existing atmospheric environment protection distance will remain unchanged. There are no residential areas within the scope, and no environmental relocation is involved.

(2) Surface water environment

The wastewater of the proposed project is "treated by quality". The front section is equipped with a distillation tower and a high concentration wastewater collection tank, which are mainly used to collect and dispose the process wastewater and the absorption liquid of the waste gas treatment system. After pretreatment with "UV+H2O2+multi-dimensional electrolysis", it is mixed with the low concentration wastewater (including the domestic sewage treated in the biochemical tank) for adjustment, The advanced treatment process - "high efficiency surge anaerobic+anoxic+contact oxidation" treatment reaches the third level standard of the Integrated Wastewater Discharge Standard (ammonia nitrogen, TN and TP refer to the Class B standard of the Water Quality Standard for Sewage Discharged into Urban Sewers (GB/T31962-2015)), is discharged into the municipal pipe network, and finally enters the Sino French sewage treatment plant for further treatment, which has little impact on the surrounding environment.

(3) Acoustic environment

The proposed project will only transform the equipment, not new noise raising equipment. With reference to the recent acceptance monitoring, the proposed project will take noise reduction measures for existing equipment in the plant area and sound insulation measures in the plant area, and the noise at each plant boundary in the day and night can meet the standard.

(4) Solid waste

The proposed project mainly includes hazardous waste, general industrial solid waste and domestic garbage.

The hazardous wastes generated in this project are spent catalyst (S1-1) γ- Distillation residue of butyrolactone finished product tower (S1-2), NMP synthesis dehydration tower (S1-3), NMP finished product distillation tower (S1-4), tetrahydrofuran recovery dehydration tower (S2-1), oily waste filter material (S3) from filter material replacement of screw air compressor, sludge (S4) from sewage treatment station, waste catalytic lamp (S5), waste activated carbon (S6) from activated carbon adsorption tower, waste mineral oil (S7) from equipment maintenance Waste cotton gloves (S8) generated during equipment maintenance and repair shall be temporarily stored in the existing hazardous waste temporary storage room and regularly handed over to the unit with hazardous waste treatment qualification for disposal; General industrial solid wastes are mainly waste NMP raw material packaging barrels (S9), and waste takeout repurchases; Domestic garbage shall be regularly handed over to the environmental sanitation department for unified cleaning and transportation.

After the above measures are taken, the solid waste generated by the proposed project can be effectively disposed and will not cause secondary pollution to the surrounding environment.

(5) Groundwater

All factors of groundwater monitoring points in the proposed project area meet the requirements of Class III standard in the Quality Standards for Groundwater (GB/T14848-2017). It is predicted that under abnormal working conditions, the adsorption, volatilization and biochemical reaction of pollutants in the aquifer will not be considered. Under the condition of leakage accident of high concentration wastewater collection pool, the impact on Yanjia River will be limited.

The production plant area, storage tank area, temporary storage room for hazardous waste, emergency pool, sewage treatment station, etc. on which the Project relies have taken groundwater pollution prevention measures in accordance with the requirements of Technical Code for Seepage Prevention of Petrochemical Engineering (GB/T50394-2013), Pollution Control Standard for Hazardous Waste Storage (GB/T18597-2001), etc. In addition, the sewage and material transmission pipelines have adopted "visual" design, The ground in the plant area is hardened except for the green belt, so the probability of accident wastewater is very small. Groundwater tracking and monitoring wells are set in the plant area. Groundwater environment monitoring is carried out regularly during the operation period of the project. Once any abnormality is found, the leakage point shall be checked immediately. At the same time, all residents around the assessment area use tap water as drinking water source, and the leakage of pollutants in the plant site has no impact on the drinking water source of the surrounding residents.

After implementing the groundwater environmental pollution prevention and control measures proposed in this assessment, the groundwater environmental impact of the proposed project is acceptable.

(6) Soil

The proposed project is located in Zone G of Yanjia Cluster, Changshou Economic and Technological Development Zone, Chongqing. According to the field survey, the soil pollution sources within the assessment scope of the project are mainly the surrounding industrial pollution sources.

Technically feasible pollution prevention and control measures have been taken for various pollutants in this project, which can ensure the standard discharge of pollutants and prevent leakage, control the pollution source intensity of the project on the regional soil environment from the source, and ensure that the impact of the project on the regional soil environment is acceptable. Therefore, the impact of the Project on the regional soil environment is acceptable under the condition that the enterprise has taken two-level prevention and control measures and divisional anti-seepage measures.

(7) Environmental risk

The hazardous chemicals involved in the proposed project mainly include 1,4-butanediol and monomethylamine, γ- Butyrolactone (intermediate), waste NMP, tetrahydrofuran, butanol (produced during production), natural gas, hydrogen and other substances. The environmental risk unit mainly includes production unit area, storage tank area, temporary storage room for hazardous waste, sewage treatment station, etc.

Before and after the completion of the proposed project, the ratio (Q value) between the quantity of hazardous substances in the whole plant and the critical quantity is 10 ≤ Q < 100; After completion, the characteristics (M) of the industry and production process remain unchanged, both of which are M3; The hazard (P) level of hazardous substances and process systems remains unchanged, both of which are P3; The environmental risk potential of atmosphere, surface water and groundwater of the whole plant before and after the completion of the proposed project is Level III. The proposed project will not improve the overall environmental risk level of the whole plant, and the comprehensive environmental risk potential of the whole plant is Level III.

The proposed project has formulated comprehensive risk accident prevention measures and accident emergency plan. When a risk accident occurs, the accident emergency plan will be started immediately to ensure that the accident will not expand and will not cause great harm to the surrounding environment. After strict safety protection and risk prevention measures are taken, although there are certain risks, after effective risk prevention measures and emergency plans are taken, the risks are at an acceptable level.
